I'm Rebecca C. Murphy, and I am the leader, innovator, strategist and owner of RCM Strategic Consulting.
At RCM Strategic Consulting, I use a collaborative, mission-driven approach to work with organizations and businesses, identifying and implementing creative solutions to achieve strategic outcomes.
With a wealth of experience in business, non-profit and organizational leadership, I help my clients increase their capacity, plan strategically, identify funding sources, raise capital, and design and develop programs. This big-picture thinking is supported by my hands-on experience in managing multiple projects, programs development, synthesizing information, conducting feasibility studies, and administering landscape analyses.
I am also a Licensed Consultant with the Standards for Excellence Institute and can assist organizations seeking to implement the Standards for Excellence code. I am familiar with all of the Standards for Excellence resources and am licensed to use materials in the advancement of my RCM Strategic Consulting clients.

I have worked with Rebecca on both rural and urban economic development projects, and have seen the energy and passion she brings to both. Rebecca helps communities to overcome their past challenges and find new pathways to prosperity. — Executive Director, Community Development Agency
Rebecca is very detailed and produced great results that were instrumental to our efforts to implement a culture of accountability in the Department. Rebecca is smart, hardworking, and a self-starter. She continues to be a capable and competent resource to leaders in our region. —Director, Public City Agency
Rebecca Murphy has been the organizational development and strategic planning consultant for Pay Our Interns since late 2018, and has proven to be a valuable part of our team. She is incredibly observant, challenges you to focus and be your absolute best. Rebecca is creating an all new infrastructure for POI, including an organization chart, job descriptions for staff and board members, and a fulsome budget that allows us to plan and grow. She is also working with us on short, medium, and long-term planning, cultivating new fundraising relationships and building coalitions, assisting us with media training, board development, proposal development and writing, and helping us begin to put together a five year plan, something we could not have even considered doing six months or a year ago. I don’t recognize our current organization; our board members and stakeholders are thrilled with our progress, and we are managing our time better and are much more productive. If you need a consultant who will help you strategize, and then work with you to implement and execute your plans, then Rebecca is exactly who you are looking for. I couldn’t recommend her more highly. —Chief of Staff, National Non-Profit Organization
Rebecca’s drive, passion and extensive experience sets her apart from her consulting peers. Balance between strategy and implementation is challenging in today’s fast paced world, where the lines are blurred. Rebecca can see through the forest, navigating with clarity until goals and objectives are met.
—Senior Design and Planning Professional
I've worked with Rebecca on several projects that required a high level of competency and domain expertise. Rebecca demonstrated the ability to engage and move community, government and industry stakeholders towards an integrated vision for community and economic development in Baltimore. I found Rebecca to be very personable, quick minded and possessing the ability to apply her skills with a deft touch; and it was a pleasure to work with her.
